Civil Engagement (CE) is the deliberate interaction between Civil Affairs (CA) forces and the civil component of the operational environment (OE). It’s the primary way CA connects with local populations, leaders, institutions, and organizations to build trust, gather information, and influence the civil environment in support of military objectives.
Unlike general communication or ad hoc meetings, CE is a mission-focused activity that helps shape the OE by aligning civil interests with the commander’s intent.
